Almost every recruitment portal states a range — 20 KB to 50 KB, or 10 KB to 20 KB — and rejects files at both ends. Generic image compressors only aim below the maximum, so a clean photograph on a plain background can compress to 8 KB and be rejected for being too small, with no explanation at upload.
Lowering quality cannot make a file bigger. The only way to clear a minimum is to increase resolution, which this tool does automatically when it detects the result has fallen under the floor.
Compression that does not destroy the photograph
Where a portal publishes a range of acceptable dimensions, the tool uses the largest that still fits under the file size cap, rather than an arbitrary middle value — more pixels at the same file size is a straight quality gain. Where it must shrink, it reduces resolution in gradual steps and restores edge definition afterwards, instead of driving JPEG quality down until the face breaks up.
